Tencent에서 개발한 FreeBSD 기반 User-level TCP opensource framework 상에, NVMe over TCP를 가능하게하는 혼잡 제어 (Congestion Control) 기법을 구현하고, 모듈화함. 해당 혼잡 제어 기법은 HPCC (High Precison Congestion Control)을 기반으로 구현되었으며, Programmable Switch의 support와 함께 동작함. TCP option field를 통해 switch의 utilization을 공유해주어 end host가 bottleneck switch의 queueing 상태를 직접적으로 알 수 있고, 해당 정보를 이용하여 congestion window를 조절하도록 설계되었음.
